Android EPST Commit Failed when trying to set msid and mdn

I've recently switched cellular service carriers and needed to activate my phone with the new carrier's info. To follow their activation process I needed to be on a stock ROM (wouldn't work on cyanogenmod). I have an Sprint HTC One and there are a bunch of RUU's out there for it, so I went with one of those.

My phone boots and I can run things just fine. I can even jump on WIFI and install things like normal. But there doesn't appear to be any network for the phone. I talked to a rep from the carrier a she gave me a way to view and modify the mdn and msid (# # <msl> #), which appear to be blank (they display as 'No' in the EPST app.

When I enter my mdn and msid and then select 'Commit Modifications' from the menu it pops up a toast that says 'Commit Failed'. I've captured logs using logcat and there doesn't appear to be any glaring errors. The last thing that seems to happen is `I/DataObject( 4106): write command to radio:NORMAL_OFFLINE_MODE`. I haven't had much luck figuring out why this is failing, or why it seems like nothing in the logcat seems to indicate that it's trying to write anything. I'll be decompiling EPST to try to track it down, but if anyone has any insight as to what might be wrong I would appreciate it.
