Android Pay does not launch at all

Android Pay app doesn't even open, it just stays at the android pay logo for ever. It used to force close google play services when I tried adding cards before but after most recent google play services update it doesn't do anything.

Is anyone experiencing the same problem or knows someway to fix it? I already tried reinstalling android pay and google play services, restarting phone and force closing the app.
