Had to factory reset and now I'm stuck on the Samsung Account locked page

My Note 3 kept rebooting once it got into the OS, no idea why just started doing it today.

Had to factory reset from the boot menu.

Now even after I have put my Samsung Account details in it keeps saying "process failed" and I can't get into my phone!

What is going on?
