Activate popup_incoming_call on KitKat

I am on rooted stock XXUGNL1 - KK4.4.2 (CAUCAZ) and I am trying to activate pop call with sqleditor. There was nothing there in settings.db so I have added myself the line. restarted but nothing happens. I was on an earlier build until now KK also and this line was already there. But with 0 value. Even after I changed value to 1 it didnt work. How to activate popup call on KK? My friend is on KK with his Note 3 on stock german rom and it is working even without touching any database.
