Can i get root without unlocking boot loader and installing custom recovery?

Really don't want to unlock boot loader.

The MXP charge the Battery very low without QC2.0 Loader?

Is it possible that the MXP charge very low (1Amp.) without a QC2.0 Loader?
I have test a Samsung 2A Loader and a Amazon 2,1A Laoder with original Motorola Cable but is charge around 3h till its full charged?! That is very 2010 like :/ I dont have a QC2.0 Charger in my Car, by my Friends, at work.......
Min 1,5A, that would be good.

soft brick nexus 6 w/boot loader locked

I was flashing system partition via dd .. Yeah stupid I know.. Some how boot loader locked itself previously.. My system is incomplete.. Won't boot.. Stock recovery and locked boot loader.. If I try to unlock boot loader via fastboot I get error about Dev options which I can not get to... Please help!
